Policies & Procedures

BHCC’s operations are guided by a robust policy framework that aligns institutional practices with national legislation and international best practices in vocational education.
These policies safeguard fairness, protect learners, and guarantee transparent, consistent decision-making.

Core Policy Areas

  1. Assessment and Moderation Policy
Outlines criteria for assessor registration, marking standards, feedback requirements, and moderation cycles. Ensures validity, reliability, and fairness across all assessments.

  2. Recognition of Prior Learning (RPL) and Credit Transfer Policy
Details eligibility, evidence requirements, and timelines for awarding credits toward existing qualifications. Promotes access and mobility within the NQF.

  3. Learner Code of Conduct
Defines expected behaviour, academic integrity standards, attendance rules, and disciplinary procedures. Encourages respect, inclusivity, and professionalism.

  4. Complaints and Appeals Procedure
Provides structured steps for learners to raise concerns or contest assessment outcomes. Protects against bias and ensures all grievances are addressed objectively within prescribed timeframes.

  5. Data Protection and Privacy Policy (POPIA)
Regulates how learner information is collected, stored, and shared. Includes encryption standards, user consent mechanisms, and secure disposal of records.

  6. Continuous Improvement and Quality Assurance Policy
Establishes cycles of internal audit, external verification, and stakeholder feedback. Ensures HCC remains compliant, efficient, and responsive to change.

Transparency and Access

All active policies are published in the Student Portal for reference. During orientation, learners receive an overview and sign an acknowledgement of understanding.
Policy reviews occur annually or whenever national regulations change, ensuring ongoing alignment with QCTO, SAQA, and DHET requirements.

Ethical Commitment

HCC commits to non-discrimination, fairness, and transparency in all operations.
Every staff member undergoes regular ethics and compliance training to uphold the institution’s values of integrity, accountability, and respect.
